Dubai: The United Arab Emirates has announced a sweeping overhaul of its visa regulations, introducing significant amendments and new categories designed to attract specialized global talent and provide increased stability for residents facing exceptional circumstances. The Federal Authority for Identity, Citizenship, Customs, and Port Security (ICP) officially announced the new laws today (September 29th, 2025).
The most prominent change is the inclusion of four new visit visa categories specifically targeting high-demand sectors. These visas are tailored for experts in:
- Artificial Intelligence (AI)
- Entertainment (including commercial gaming)
- Events (for attendees of economic, cultural, educational, and sports activities)
- Cruise Ships and Leisure Boats (for both tourists and crew members)
Key Amendments to Existing Visa Categories:
- Humanitarian Residence Permit: A Humanitarian Residence Permit will be granted for a period of one year, subject to specific criteria, with the possibility of extension based on the Authority’s decision.
- Residence Permit for Widows and Divorcees: Foreign women who are widows or divorcees of foreign nationals will be granted a one-year residency permit, which is renewable for a similar duration, provided they meet defined conditions.
- Visit Visa for Friends and Relatives: A new visit visa allows residents to sponsor friends and relatives up to the third degree of kinship. Eligibility is based on the sponsor’s income level.
- Business Exploration Visa: This visa is now more defined, targeting those who can demonstrate financial solvency to establish a company in the UAE, hold a share in an existing company outside the country, or prove significant professional expertise.
- Truck Driver Visa: Requirements for this visa now strictly mandate the presence of a sponsor, as well as the provision of health insurance and a financial guarantee.
- Duration Clarity: Clear schedules detailing the permitted stay duration for each visa category and the conditions for extension have been released, aiming to enhance transparency.
These comprehensive visa reforms are seen as a strategic move by the UAE to bolster its growing economy, attract high-skilled expatriates, and solidify its position as a global hub for business, innovation, and tourism.
