The summit brings together Scottish First Minister and SNP leader John Swinney, Welsh First Minister and Plaid Cymru leader Rhun ap Iorwerth, Northern Ireland First Minister and Sinn Féin Vice President Michelle O’Neill, alongside Sinn Féin President Mary Lou McDonald. For the first time in modern British history, all three of the UK’s devolved administrations are led by nationalist or pro-independence parties.

Beyond practical policy collaboration, the declaration calls on the UK Government to recognize the right of self-determination for each nation. The signatories argue that centralized Westminster governance no longer serves the economic interests of their populations. The summit comes amid heightened tension with UK Prime Minister Andy Burnham, who recently clarified his government’s position in official correspondence to Scottish First Minister John Swinney. While Burnham previously noted that constitutional referendums require demonstrable public consensus, he confirmed that a second Scottish independence vote remains strictly off-limits for the current parliamentary term.
Downing Street maintains that the UK Government’s primary focus remains stabilizing the national economy, bringing down inflation, and strengthening public services rather than reopening constitutional debates.
